The draft ordinance prohibits dogs running at large, defined as off the premises without being on a leash four feet or less in length. The dog warden is authorized to impound loose dogs with notice to be given to the owner within 24 hours. The owner may redeem the animal within three days upon paying the cost of keeping the dog plus $5 and any fine the council may set.
