Doherty is the same individual who. in a letter dated December 17 to Peter Kramer, organizer of Friday’s meeting, wrote “it seems unlikely" that Washington’s objectionable smells would be coming from Front Royal “since the last complaint of odor in that area was received on June 28, 1979, and the odor persisted for a one-hour period.”
Kearns likewise pointed out that “no written complaints" regarding Front Royal’s odors have been received since the date mentioned by Doherty. He said, however, that complaints on smell voiced at a hearing last year on a request from a Front Royal plant for a variance to the Clean Air Act regulations were not included in the town’s file.
No Air Tests
In addition, Kearns acknowledged that the Air Pollution Control Board does no testing of the air content in the Front Royal area. Two manufacturing plants there, Allied Chemical and AVTEX, produce hydrogen sulfide and carbon disulfide, he said. “Testing probably wouldn’t be very productive.
