In addition to the three major areas of financing, Dalton suggested smaller outlays for a reduction in levels of asbestos in state buildings, increased emergency medical services, an increase in the fuel assistance program financed jointly by the state and federal governments, and initial financing of an automobile emission inspection program for some parts of the state.

Dalton also proposed sending more money to Virginia localities which are housing state inmates in their jails or are planning to provide instruction for mentally retarded children awarded the right to a “public school setting" for their education in a civil rights complaint filed last year with the federal government.

Dalton's education budget included $35 million in basic school aid. raising the state's contribution from $1,075 per pupil to $1,155.
