According to Kearns, Allied Chemical was granted a variance until December 31, 1981, on installing equipment that will enable the plant to meet certain unspecified provisions of the Gean Air Act. The variance was approved, he reported, by the “civilian board appointed by over governor to take care of the complaints and problems of air pollution,” in other words, the State Air Pollution Control Board.
AVTEX, the other major Front Royal plant, is also using “the latest technology available” to control sulfur dioxide emissions, Kearns said. He acknowledged, however, that it’s possible the plant may be producing “more complex sulfur compounds” that are not being controlled. He added
