Reaction to the governor’s speech was mixed among both Democrats and Republicans. -

Many lawmakers, Including most of the large Northern Virginia delegation, have said that the large surplus made 1981 a good year to push for a repeal—partial or total—of the four percent sales tax on food. Other forms of tax relief, like a hike in the personal exemption for income tax. have also been suggested, but the chairman of the House Finance Committee, Del. Archibald Campbell. (D-Wytheville), told reporters after the speech that Dalton has underestimated the surplus and that "certainly there is room for tax relief.”

However, Campbell also said he will direct his efforts not at the present surplus that Dalton wants to spend but at future surpluses that are estimated to exceed the current one in coming years.
