As to the major producers of air pollution or odors in this area, Kearns said he has registered in Fauquier, three quarries, two asphalt plants and 13 schools (due to heavy school use of fuels); in Culpeper, two quarries, one asphalt plant, nine schools and three heavy burners of fuel oil or natural gas and in Madison, seven schools.
Asked if any of these facilities could be the source of the odors drifting into Rappahannock, Kearns replied that “it’s safe to assume the odor is coming from Warren County.”
The Air Board does do follow-up on anyone who makes a complaint. Kearns said. “It looks good on the monthly statistical report," he joked. “That's the name of the game. That's what you pay us for.”
As to interaction between Front Royal pollutants with fertilizers and insecticide sprays commonly used in Rappahannock. Kearns said that the county extension agent could best answer that question.
Kearns said he knew of no instances of threats or harassment to individuals who’ve complained about Front Royal odors. “I just don’t believe it happens." he maintained.
His recommendation on how to proceed on eliminating the pollution problem in Rappahannock is to “consider it a nuisance” and for individual citizens or groups to swear out warrants under nuisance laws.
Peter Kramer, organizer of Friday’s meeting, volunteered to set up a second session in about a month with an attorney present. In the meantime, he advised local people concerned about the threat of air pollution from Front Royal to write letters of complaint to the Air Pollution Control Board every time they notice an odor drifting across the mountain into Rappahannock.
