“We are already $85 million above projected income for the first five months of the fiscal year,” Campbell charged.
Campbell agreed with Del. Dorothy S. McDiarmid (DFairfax), that the Dalton mini-budget gave a disappointing amount to education.
“It (the education appropriation) needs to be much more,” said McDiarmid, a member of both the House Education and Appropriations Committees.
McDiarmid noted that cuts by the federal government in revenue sharing to states will cost Virginia $23.7 million next year. Because the state had normally used its revenue sharing funds entirely for local education, the net effect of the federal cutback will be to make any increases in state support of education impossible, McDiarmid said.
Relief in local real estate taxes, which are a main source of local support for education, also will be much more difficult, she predicted.
While McDiarmid said she did not see how the governor could have proposed any direct means of tax relief in this session of the legislature, others, including Del. John S, Buckley (R-Fairfax), and Del. Earl E. Bell (D-Hamilton), both said some forms of tax relief using some of the surplus would have been welcome.
