M.iller countered that curriculum wasn’t expanded to justify a building program but rather to meet the educational needs of Rappahannock's youngsters. “I think this board with its superintendent must decide basically what it wants and then find somebody to put the square footage in proper perspective...I’m ready to proceed,” he said.
Nancy Reeve and Nelson Lane concurred with Miller, Mrs. Reeve noting that the board must only determine that it needs “spaces for X, Y and Z and then turn it over to an architect.”
