The budget totals $115,125, up $9,195 over the current year's $105,930. The biggest percentage increases come in assistances, attributable to (1) an incrased welfare caseload. (2) the state's continued effort to deinstitutionalize individuals formerly housed in facilities for the mentally retarded and (3) attempts to place the elderly in licensed domiciliary care rather than in nursing homes.
Aged And Disabled
In the proposed budget, assistance to the aged is up 72 percent from $6,610 to $11,368; assistance to the disabled jumps 31 percent from $10,003 to $13,141 and general relief is up 42 percent from $4,215 to $5,996.
Special needs adoption payments shows an increase of over 400 percent (from $1,066 to $5,116) but Reeve explained that the figures are misleading since unexpended funds in that line item in the current budget year were transferred to regular foster care.
