In the open portion that preceeded, superintendent Robert Estabrook presented a part of his proposed 198283 budget which included a request for an additional administrator in the central office. Repeatedly, the board made reference to continuing discussion of the new post in executive session. And Mrs. Massie acknowledged that the issue had indeed come up in the closed session.
Since when has the establishment of a new administrative position become personnel? We see it as a policy matter, an issue to be aired in public.
The three hour closed meeting coupled with the board’s intention to find ways of having more of those private sessions is a step backward to the closed door wheeling and dealing of an earlier era. Virginia’s Freedom of Information laws are designed to keep the workings of government out in the sunshine of public scrutiny. Apparently, the school board just doesn’t feel comfortable before that same public.
