In addition, the Senate bill would increase fines and penalties for persons convicted of subsequent drunken driving offenses.

Neither the House nor the Senate measure will inflict penalties commensurate with the tragedy and havoc created by drunks who get behind the wheel of a car. But they constitute a significant beginning to the end of the carnage on our highways.
