The budget is the single most important, single most controversial issue that the school board regularly addresses. The budget, of all things, should be hammered out in public.
For years now, parents and teachers attending school board meetings have set two, three, even four hours during executive sessions, credibility strained to the breaking point. It’s been difficult to believe that the items discussed behind closed library doors have been items enumerated in Virginia’s FOI Act as proper for private discussion. We know beyond a doubt that at times the board has ranged far past the limits for private meetings, stretching the executive session umbrella further than the legislature ever intended it to reach.
