Rappahannock County would not have qualified as a high growth area under the bill.
Del. Raymond R. “Andy” Guest. (R-Warren), voted against both high growth amendments. On Monday, however. Guest voted in favor of a three cents per gallon increase in gasoline tax under the current funding distribution formula.
"The four cents thoroughly disrupted the distribution formula,” Guest said. "But four cents was also more than 1 was willing to go. I think a fairly distributed three cent increase was fine but four cents was too much.”
