“At 12:45, most of the cars pulled out. We thought they were quitting so I went home.” Buntin reported, adding that he saw no cars parked in Smoot's lane, in the cemetery or on the road, other areas of complaint from the center neighbor in the past. The sheriff noted that he couldn't hear any amplifiers being used by the band on any of the three visits to the center. As to alleged complaints from Updike and Wayland, he suggested that they come before the supervisors.
Asked if there was any particular group causing a problem at the center, Smoot maintained that excessive noise resulted everytime outsiders from Culpeper and Leesburg used the building. He noted that local contra dancers who use the center create no problems.
Asked for a suggestion on how to combat the noise problem. Sheriff Buntin posed the possibility of an ordinance requiring dances to end at 1 a.m.
Any ordinance would apply countywide, including dances sponsored by volunteer fire departments, responded supervisor Estes. “Let’s don’t put this thing in an ordinance,” he said, suggesting that the organization which owns the building work with Smoot to resolve the issue, possibly by refusing to rent the center to groups responsible for making excessive noise.
