Almost three and a half hours later at 1:15 a.m., the board returned to open meeting. Massie announced that personnel was discussed but no action taken. The board also voted unanimously to authorize Estabrook to write to the Virginia High School League’s executive secretary seeking a waiver to allow Bill Chiles to coach high school track.
After adjournment, Mrs. Massie acknowledged that the board had discussed Estabrook’s proposal for a director of special services in executive session but maintained that establishment of the new position was proper to discuss in private since it would have an effect on other existing administrative positions.
