Claybert Smoot was back before the board on Monday to repeat his by now standard complaints of late night noise from Washington’s Community Center. "It's the same thing that’s been going on all the time only it's getting worser." said Smoot, describing noise levels at a Valentine’s Day dance as “rediculous."
