instigation of local landowners in the Aaron Mountain area, the commonwealth’s attorney wrote the pastor of the church, requesting that Rev. Savage inquire of counsel as to zoning requirements for the school. Savage answered that the school was not a separate entity but rather a part of the entire church ministry and as such did not need a building permit.
Then on October 27, Alex Sharp, zoning administrator at the time, advised Savage to immediately apply for a special use permit, Mrs. Donald recalled.
An article in the Rappahannock News on November 5 noted that the school taught secular subjects, such as mathematics, history and reading. Donald questioned whether instructors at the Massanova Christian school meet the requirements set for public school teachers in these subjects. She also questioned whether the Christian school provides special education programs and whether it is accredited.
