“The reason that (the rate) was 32 cents this year and it takes 58 cents next year is because the county drew on its surplus for ten cents,” Cox explained. “It was a one-time windfall,” he said, of the board’s decision to use $238,000 in surplus rather than raise the rate 11 cents for 1982-83 to generate the same revenue.

Of the 26 cent increase in the levy to carry the proposed budget, surplus adjustments account for 13 cents, Cox noted.
