filing iacK oi autnonty, the State Corporation Commission has refused a request from Del. Raymond R. “Andy” Guest to conduct hearings into charges of misrepresentation leveled against Potomac Edison by Rappahannock landowners.
Guest made the request for a hearing officer to be detailed to the county after listening to complaints from - landowners that the utility misrepresented plans for upgrading its existing .14.5 kilovolt line running from Luray to the Sperrvville substation.
This week. Guest received a copy of a staff memo directed to the chairman of the State Corporation Commission (SCO. The memo notes that the SCC's regulatory authority, as set out in the Virginia Code, applies only to lines of 2(H) kilovolts or greater. It adds that PotEd’s new 128 KV line currently under construction through Sperrvville is outside the SCC’s jurisdictions and accordingly, the SCC has no authority to establish any proceedings.
