Agency Chief By GEORGE BOWLES There is something bizarre going on in Virginia’s Department of Labor and Industry, but nobody seems to be quite sure what it is. The agency has long been plagued by a variety of morale and management problems. Last May Gov. Chuck Robb appointed Azie Taylor Morton, former treasurer of the United States, to head the department. Her initial task was to bring order and organization to the office, and get control of its feuding bureaucracy. The job has been anything but easy. Mrs. Morton is both the first woman and the first black to hold the post of Commissioner of Labor and Industry. This fact, she suspects, may have complicated her task. It may also have contributed to a number of incidents since her appointment that could have ugly racist or sexist overtones.
