In the past the agency, which has about 200 employees, has been relatively non-controversial. Its main function has been to administer state laws relating to labor and implement federal regulations concerning such things as occupational safety.
It has always been headed by commissioners who, as a general rule, let the bureaucracy run itself with as little rocking of the boat as possible. It was, in short, a cushy beaureaucratic haven for many with a penchant for “perks.”
In most earlier administrations, the agency was doing a job for which executive enthusiasm was minimal at best, so the demands for efficiency were less than overwhelming.
All that changed with the coming of Robb, Diener and Morton, and the result has been an escalation of the discontent among the employees who were already preoccupied with internal bickering.
It is also safe to assume that Commissioner Morton’s race and sex added to the discomfort of many of the oldtimers. In addition to this, her zest for reform probably terrified them. It is unlikely, of course, that all of the incidents reported were related to her department’s problems. Some of them, such as the break-in of her home, may have been merely coincidental.
But enough of the allegations are so obviously related as to cause the governor, Dr. Diener and Commissioner Morton deep concern. While Robb and Diener haven’t said so, there appears to be a concerted effort by at least some persons in the department to hound Commissioner Morton out of her job.
Understandably, the whole sorry affair has the governor and the secretary furious. It flies in the face of the image of Virginia Robb is striving to project.
