These determinations will beoqfne effective, unless the Board grants a public hearing. Due notice of any public hearing will be given. The proposed reissuance consists of a permit containing final effluent limits, and a letter from the Executive Director, State Water Control Board,-which establishes interim effluent limits. These interim effluent limits shall remain in effect until such time as construction grant monies are available and new facilities are constructed to meet the final effluent limits.
