On March 5, 1985 Pennsylvania National Insurance Company wrote the supervisors to say that it would not renew the county’s general liability policy after June 5 unless the county also got a pollution liability policy. In response, the supervisors contracted with another company, Alexander and Alexander, for general liability coverage to begin June 5. The board, however, did not break its relationship with Pennsylvania National. Instead the board told that company to continue covering the county in whatever areas it could. The board maintained both policies because it wa > not certain of the coverage the county was getting. So, in the interest of security, both policies continued into June.____
