Some 500 upper-management state employees may develop a sense of uneasiness July 1 because of a new law that removes them from the protection of the state grievance system, making it easier for them to be fired.

Another law prohibits employers from denying jobs to the physically handicapped and mentally impaired if their disabilities have no bearing on their ability to do the work.

Some of the other new laws going on the books July 1 have the following impact:

— State financial aid will be denied to college students wTho are convicted of failing to register for the draft.

- Premarital property agreements will have the force of law.

— A slight tax will be added to fire and homeowners insurance policies to improve fire protection statewide.

— Farmers will be permitted to kill dogs chasing their livestock.

— A liter tax will be levied on wine to boost Virginia’s fledgling wine industry.
