Urban and suburban area lawmakers believe the tax measures won’t generate enough revenues to satisfy their road needs. Thus, Sen. Charles Waddell (Loudoun/Fairfax) probably will urge his colleagues to give localities the power to raise funds for road projects.
When asked about Sen. Waddell’s proposals, the governor said: “Some of the local governments need and want the additional authority, and I would support it.” He was careful not to commit himself to any specific method that would give localities revenue-raising authority.
Also on the topic of roads, the governor:
• Hedged when questioned if the General Assembly would approve money during the special session to make the soon-to-be opened twolane Warrenton bypass a four-lane highway, as originally planned.
“Well, let me see,” he answered. “The start up money we got in March has permitted us to start. Its completion will be dependent upon what happens under this highway package.”
• Predicted the outerbeltway wouldn’t be built “any time soon.” Maryland, he emphasized, has yet to decide whether it would prefer an eastern or western route for the highway.
Asked why the public wasn’t informed about the highway department’s work on preliminary planning for an outerbeltway proposal through Fauquier County, Gov. Baliles replied: “1 can’t tell you ... I believe the public hearing process gets factored in when you have something to go to a public hearing on. And you’ve got to produce that kind of information for public examination.
When told Fauquier officials don’t want the outerbeltway in the county, the governor said: “l hear you and I’ll pass it along.”
If he were a Fauquier resident, would he want the outerbeltway in the county?
“I would be in favor of a bypass around Warrenton. I don’t know what you would call it. There are places in Fauquier I would not want a road.”

In other matters, Gov. Baliles:
