To escape the nipping and yapping directed at efforts to preserve open space, farm and forest land and other environmentally sensitive areas, the regional conservation organization has created the concept of a Piedmont reserve, Mr. Whitehouse said Friday in Charlottesville during a conference, “Regional Cooperation for Rural Resource Conservation,” sponsored by PEC and the University of Virginia’s School of Architecture.
At present, the reserve of permanently protected resources is just a concept, “a vision,” as
