“By and large, we have the powers to do that now,” Mr. Dennis continued. “But the tools that exist could be improved, and maybe we need to look around the country and find new tools.”
PEC is currently working with other organizations on amendments to the enabling legislation for Agricultural and Forestal Districts which would permit such districts to be established for longer than eight years, Dennis reported. “Loudoun County is talking about development right leasing. We’d like to see some county try that. Fauquier County is looking at a rural overlay district.” These and other innovative approaches should be explored further, he said.
But whether it’s with the Piedmont reserve or some other strategy, Virginia’s “common wealth” must be “protected for longer than a zoning ordinance can be defended, longer than the eight years of an Agricultural and Forestal District,” Mr. Dennis said.
“It’s not going to happen tomorrow,” Mr. Whitehouse concluded, “but it’s something we should be working toward.”
