The most heartening success story of permanently protected resources comes from Nantucket, an island of 50 square miles and a population of 6,000, located 22 miles off the coast of Massachusetts.
“Americans are great planners when it comes to their financial lives and their businesses,” but that talent disappears when it comes to land use, noted William Klein, director of the island’s planning and economic development commission. “How do you get people to plan for a crisis that isn’t quite here yet?”
Nantucket is no different from Virginia, Mr. Klein said. “We’re very conservative. There’s a strong feeling of home rule, a strong feeling of ‘How dare you tell me what I can do with my property!’ ”
