But Community Services has been swamped by waves of new clients:
• The 550 mentally ill and mentally retarded people released to this planning district in the last five years from Western State and Central Virginia Training Center through Virginia’s deinstitutionalization program. “In 1976, this planning district had the second highest utilization rate of state institutions of any region in Virginia. When people are released, they’re sent back to the county they came from, no matter when they went in, even if it was 32 years ago. So if you once sent a lot of people in because you didn’t have the services locally, you’re going to get a lot of people back,” Mrs. Gorman noted.
• Drug users and alcoholics who were treated at Western State Hospital’s substance abuse unit until its closure four years ago.
• The growing number of “upwardly mobile drug users” of substances such as cocaine, a phenomenon that parallels rises in personal income such as the planning district has experienced in the last decade.
