Among the most common problems with design and construction are:
• “Some manufacturers are overly optimistic about the rated capacity of their package plants ... A purchaser may ultimately discover that the package plant becomes hydraulically or organically overloaded during peak design flows.”
• “Package plants usually have insufficient or lack of process and equipment redundancy. If a tank needs to be taken out of service for maintenance, the wastewater must bypass the package plant and be discharged without treatment. Failure of any piece of mechanical equipment could lead to discharge violations.”
• “Standard construction materials... may be inadequate ... Standard paint coatings may not provide piping and tanks with long-term corrosive protection.”
• “Preliminary treatment operations ... are often nonexistent or inadequate.” - -
• “Package plants rarely have the capability to remove grit separately from organic solids... Over a period of time, several feet of deposited grit can accumulate in the aeration basin, reducing its capacity.”
• “After aeration, solids settle out in a separate quiescent compartment. If the compartment is not properly designed, short-circuiting of flow can lead to discharge violations.”
