Gorman noted. But that budget increase slipped to seven percent in 1982, six percent in 1983, five percent in 1984 and 1985, and for the last three years, it’s sunk to just three percent.
And even with more empty beds in the state hospitals every year, every mental health dollar is still divided 84 percent to the hospitals and 16 percent to the local services for the mentally ill and mentally retarded.
So federal funding has dropped pre-cipitously, state funding hasn’t kept to its previously level of increase and local funding pays for the same seven percent share of the Community Services budget that it covered in 1980. But while the dollars are less, the customers are more, and the needs are greater. r
