PEC’s review of the reports filed by the operators show that all six of Culpeper’s private plants violate their permits on a regular basis. Two plants have a history of false and inaccurate reports. All six have experienced operational problems.
The State Water Control Board investigated three of Culpeper’s six privately owned package plants.
