“Clearly we don't want to require something that’s not going to be adequate,” Mr. Miller said, suggesting that five-lot subdivisions with lots smaller than five acres be served by a central water system.
As to protecting public health and safety, “I’m sure that will cover it,” agreed Commissioner Werner Krebser, pointing out that the proposed ordinance requires subdivided lots of less than five acres in size to have a Health Department-approved site for a reserve septic field. “Also, package sewage treatment plants are expensive and (having to provide such a plant) will increase the pressures to develop the adjoining land just to pay for it!”
While deleting the option for a package sewage treatment plant for five-lot subdivisions, the Commissioners agreed to retain the provision for public water AND sewer for subdivisions of 10 lots or more where the lots are less than five acres in size.
