To a question from Lorraine Early of Amissville, the Commissioners explained that the ordinance allows by right five family divisions (which are excepted from most subdivision standards) on lots of record as of 1962, the date when Rappahannock’s first zoning and subdivision controls were enacted. Once that limit is reached, family divisions are allowed only by special exception from the Board of Supervisors.
“Several things in here raised the red flag to me,” began Supervisorelect Ellis Bingham, the only other speaker at Monday’s continued hearing. “I appreciate your concern about contaminating the groundwater,” continued the retired lieutenant colonel who has been a vocal opponent of the county’s proposal to locate a landfill on the Stover property near Amissville. “But the same people sitting around this table tonight said a few weeks ago, ‘We’re not engineers. We’re going to let the state handle that.’ I congratulate you on your rapid assimilation of engineering!”
