He said that he had tried to explain to Mr. Burner that the chlorination is being done by hand, and that replacing the broken equipment at this point, temporarily, would be a waste of money.

“In six years,” Mr. Fisher told the council, “we’ve had six different inspectors up here” for the system’s annual inspection. This time, he added, several items which had been specifically recommended by previous inspectors were rejected by Mr. Burner. “The backflow preventers are approved - and now Mr. Burner says that it’s not even an approved method.”

Mayor Dean Morehouse added, “He (Mr. Burner) said, ‘This is probably the worst water system I’ve seen in the state of Virginia’.”

Mr. Fisher blamed the Health Department for the problems with the records. “We have sent them copies of the reports they have asked for . . . Every time I call the office the person who wrote the report has left - and no one else knows anything about it.”
