a change in style.” But, Mr. Wickens suggested, it was never the intent of the drafters that the ordinance be interpreted to mean that repainting over faded paint would be construed as a different color - as had been inferred. Repainting of substantially the same color, he said, should not involve a lot of bureaucracy and paperwork.
Planning Commissioner Joyce Kramer objected to the concept of Architectural Review Board approval of color schemes, saying that “they limit a person’s vision and creativity. ”
Mr. Wickens said that the intent of the ordinance is to protect the “aesthetic quality” of the town.
“I think,” Mr. Skowronski retorted, “that you just told on yourself there - that you will decide what a person can do by what the other houses look like.”
If the ARB’s decision is a denial, Mr. Morehouse pointed out, it can be appealed to the town council.
“You still have to assume that a person who is responsible enough to own a house is responsible enough to paint their house,” Mr. Skowronski replied.
Over his objection, the amendment was approved by the council.
Vacancies tabled
The vacancy on the town’s planning commission caused by Gloria Robinson’s resignation remains unfilled. A vote was tabled after Mr. Skowronski objected that he knows only one of the four people recommended. “I can’t properly vote.”
The four residents recommended as willing to serve were Camille Hams, Arthur Neufeld, Louise Van Dort, and Mitzie Young. Only Ms. Harris attended the meeting, but council members said the other three had submitted letters indicating their desire to serve.
On Mr. Skowronski’s request, the council agreed to defer an appointment until its October meeting. The vacancy will be filled by ballot, rather than by nomination and second.
