Last week’s story about the VDOT memo limiting release of value engineering studies contained a mistake of fact. A misunderstanding during a telephone interview with Constance Sorrell, the memo’s author, resulted in the article saying that she confirmed an incorrect code citation. The code section cited in her memo, 2.1342 (b) 15, is in fact correct. The Virginia Freedom of Information Act was revised by the 1988 General Assembly and a new section was inserted as exemption 14. The VDOT exemption for confidential contract cost estimates is now numbered 15. The mistake
