Arundel Newspapers Richmond Bureau j RICHMOND — “Transferable .development rights” is a term unfamiliar to many people, and a concept a bit too unfamiliar for a Virginia House committee to support.

The House Committee on Counties, Cities and Towns killed legislation that would have permitted rVirginia Beach to initiate a TDR ■program.

Areas throughout Virginia and .the country experiencing rapid 'growth are taking a closer look at TDRs as a means of protecting and preserving valuable land and natural resources.

TDRs are a concept by which the luse rights permitted under local zoning ordinances can be transferred .from one parcel of land to another in order to protect the original parcel : from development. -/ The use of TDRs would permit a .developer to develop an area in greater density if the developer acquired development rights from the rowner of land designated for preservation.

“I’m concerned about this kind of legislation until we take the time to .educate ourselves,” commented C. Richard Cranwell, D-14th District. The rest of the committee, with the -exception of Robert Tata, R-85th iDistrict, the delegate from Virginia .Beach, agreed.
