RICHMOND — The State Senate has approved a local income tax to assist Northern Virginians with their tangled traffic problems.
Gov. Gerald L. Baliles’ proposed “piggy back” tax was approved by the Senate with amendments by a vote of 28-12.
“We’re simply asking you to allow us Northern Virginians to tax ourselves for what is really a growing transportation crisis.” said the bill’s sponsor, Sen. Clive L. DuVal II, D-32nd District.
The tax legislation, which authorizes localities to levy up to a one percent local tax upon individual income tax was amended to include taxing corporations and to apply solely to Northern Virginia localities. The cities of Alexandria, Fairfax, Falls Church, Mana&sas and Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William make up the Northern Virginia territory incorporated in the legislation.
The tax could raise the individual income tax by as much as 20 percent.
The tax could also generate a total of $231 million if approved by all localities. If the local governments adopt the tax, the citizens may peti tion for a referendum with 10 percent of the registered voters. All revenue generated from the local tax must be dedicated to transportation needs.
“I think Northern Virginians made a good case for additional money for transportation,” said Sen.
