Taxes
The Northern Virginia delegates presented a grafo bag of tax bills to the assembly to help their region with its gridlocked traffic problem. Bills allowing localities of the urban crescent to increase sales, gasoline and hotel taxes failed.
Instead, the area was given the authority to tax themselves up to one percent on individual and corporate income tax with the approval of a referendum. In addition, a total of $20 million in state recordation taxes is being returned to localities to use for transportation and education needs.

However, the assembly approved legislation proposed by Gov. Gerald L. Baliles to return the federal tax reform windfall through a slidingscale tax credit.
Baliles said that the windfall return would aid individuals more than the repeal of the food and drug tax.
