The biggest winners in unrestrained special arrangements are the large developers, and the biggest losers are the new home buyers. The large developer-builders are financially able to arrange sweetheart deals with local government that squeezes the smaller developer-builder out. This leaves the big boys in a position where they pass the added cost to the buyer with whatever markup the traffic will bear.

The developer-builder who can build only three or four houses a year simply cannot compete unless the demand for dollars for the special arrangement is based primarily on actual benefits to the subject property and property owners.

I feel that it is not good public policy to enact laws that put new homes out of reach of an ever-increasing number of young couples and lower-income families.
