Mayor Morehouse called the issuance of a Certificate of Appropriateness “a judgment call.” In approving the county’s application for the jail addition, which overruled the ARB’s earlier denial, “the council was not trying to send a message to the ARB. My vote, anyway, wTas strictly looking at that case. It was my interpretation that it was appropriate.
“So, for the council to try to adopt nebulous rules or guidelines for the ARB would be inappropriate. Use your judgement,” the mayor told Mrs. Willis. “You know a lot more about the historic district ordinance than we do.”
