Mr. Reynolds pointed out that the historic district ordinance, which guides the ARB in its deliberations, “is very general when it comes to directions, to what principles you will apply." He suggested that changes might have to be made to that ordinance, especially since the ARB has now adopted the Secretary of the Interior’s Guidelines for Preservation of Historic Buildings.
The council agreed, in a 4-1 vote with Mr. Skowronski opposed, to advertise for a joint public hearing with the town Planning Commission in September an amendment to the historic district ordinance which would allow’ one county resident to serve on the ARB.
Mrs. Willis, noting that the ARB had been reduced to only two members by Mrs. Miller’s resignation, asked that at least one more person be appointed to the board. She suggested Patrick O’Connell and Donna Kevis as two residents who had indicated their willingness to serve.
