Since no crystal ball is yet available to determine how that will shake out after Tuesday, Nov. 7 this year, most specualtion about the new legislative and congressional boundaries is premature.

But if Virginia gets an 11th congressional seat, as seems likely, it is safe to say there will be lots of divergent views of how the lines of the new district should be drawn.

Some black leaders are already promulgating the idea of creating a new district in the Tidewater area which would have a black majority and lead to the election of Virginia’s first black member of Congress,^n modern times. **
