If past history is precedent, then everybody will get into the act with their favorite plans — Republicans, Democrats, the ACLU, Common Cause, the black caucus, political pundits and all sorts of people and groups with various axes to grind. We can expect for the next year and a half, at least, a constant stream of newspaper stories about redistricting and who gets the gold mine and who gets the shaft.
