As Dr. Larry Sabato of the University of Virginia points out, concentrating many black votes now in the 1st, 2nd and 4th Districts into one district might isolate the influence of black voters, most of whom are Democrats, into one district. That would give Republicans a tighter hold on the 1st District and jeopardize Democratic incumbents in the 2nd and 4th Districts.
Then, too, Northern Virginina legislators won’t take kindly to an attempt to give the additional seat to Tidewater. Feeling their region was ignored for many years, the Northern Virginians will want to add the 11th District to their 8th and 10th Districts.
