The 1991 redistricting will undoubtedly continue that tradition of gerrymandering by those who hope to get away with it. If Democrats still control the House (and they will control the Senate), the first order of business will be protection of Democratic incumbents to the fullest possible extent and putting the screws to Republican incumbents to the same extent.
If there is a Democratic majority in both houses of the legislature and a Democratic governor holds office, that task will be made much easier and Republicans can count on backof-the hand treatment.
