Mr. Ryan said there was a concern “about what happens when the next person comes along to get something zoned RR. Mr. Smet is immediately adjacent to the village. Someone else with 50 acres down the road wouldn’t be the same case.”
“The comprehensive plan says to encourage growth around the villages,” said attorney Frank Reynolds, who represents the Smets. “It doesn’t say that you will only encourage growth in areas already zoned R-2. All this property is closer to the center of Amissville than other RR zoning. Holding this property to agricultural zoning is unreasonable and contrary to the comprehensive plan and to the laws of the state of Virginia as they relate to development.”

It sounds like what the county wants to do, but if this land is removed from two-acre zoning, where will the county put affordable land?
