A good compromise
During the Board of Supervisors’ public hearing on Lynda and Emiel’s request for the rezoning of 131 acres on Route 642 in Amissville, County Administrator John McCarthy offered a suggestion for compromise.
Rather than rezone the entire property to five-acre residential, Mr. McCarthy proposed leaving a “buffer strip” on the southern boundary which would remain in 25-acre Agriculture zoning. That, he explained, would provide a gradual transition from the denser residential zoning in and around the village area to the more wide-open agricultural zoning in the surrounding countryside.
The community has expressed unanimous support for the Smets’ plan through testimony offered at the two public hearings on the application. The feelings of the neighbors and the residents of Amissville deserve consideration in the board’s deliberations.
The county’s officials have expressed valid concerns over the precedent which might be set by the rezoning, specifically what recourse the county might have when the next application comes in for a less suitable parcel of land.
However, Mr. McCarthy’s compromise seems to address some of the concerns over that precedent — by providing a transition zone from the village to the agricultural area surrounding it.
