Efforts to restore the Rush River Mill at Washington, Va. have been stymied by the inability of its owners and a preservation group to agree on a price for the historic property.

An auction last month by Peter Kramer and Joel Fisher, the mill’s owners, produced a top bid of $67,000 for the dilapidated mill and about four acres of land. That bid was refused by the owners.
